It's very important to note that Giuliani's gun licensing plan doesn't apply to just handguns, but to rifles as well:
"Should both handgun and rifle owners be licensed...we’re talking about all dangerous weapons."

So Rudy wants to make gun owners take a written exam, a physical test of some sort AND purchase liability insurance? Hello... Republican voters... anybody home? Can you really support Rudy Giuliani and his gun control agenda?
The memo also reported the "charge" that "Giuliani received special treatment from a friendly federal judge to avoid military service during the Vietnam War," and later "hypocritically prosecuted draft dodgers." (Link)
